Nah the Salarians neutered the Krogans. They uplifted the Krogan to beat back the Rachni only to turn on them afterwards. Whether or not the Krogan were expansive or betrayed is a “history written by the victor” scenario but what the Salarians did was straight genocide. The Batarians are assholes (especially that one piece of shit bartender in Afterlife) but they’re not responsible for what happened to the Krogan.
That’s… not really accurate. All the stuff with the Krogan and Rachni happened centuries prior to humanity making contact. What the story does hint is that humans are not the only ones with racist tendencies. (After rereading, this may have been what you were trying to say)
Humanity butts up against Batarian space and, due to their own conflicts with the galactic political paradigm, that race had shifted to a more hostile system of governance that freely allowed slavery and piracy and the like because everyone else was inferior.
