I get your point. I’m thinking more generally - damages, disruption, distress. Those can’t be questioned IMO. Why not a general lawsuit? Make them pay to build better infrastructure to survive the mess they made (and made us buy into)

In principle you’re quite correct
The legal system, in most countries, was never designed to accommodate such a plan sadly.
You’ll run into issues proving both forseeability and causation from specific acts to specific outcomes.
There’s so many factors and an interdependent system, allocating burden is a challenge for a jury.
It can be done, it has been done in specific cases, but a general attribution of blame is going to struggle
