Going through an old archive, I found this beaut of a shot.
These are evidently a couple of the historic, 18th century Kinderdijk windmills, of which there ~19 total in South Holland, The Netherlands. They’ve collectively been a UNESCO World Heritage Site since 1997.
As for being “inhabited,” I take it that they’re maintained by a group of caretakers and service-people, if that counts?

Nice, I used to skate there often early 80s.
The mills are, like it has always been, taken care of by millers who live there with their families. It is part of the heritage.
