Problem is that wet areas also have flooding and landslide problems. There isn’t some magic safe place; what matters much more is that you’ve got a community around you willing to make needed changes together.

The safe place is the place with water.

Paradoxically does water make places more dangerous?

      Sure!

Having no water is NOT an option though and the resulting heatwaves from having no water in the regional climate/wearher system will absolutely depopulate areas no matter what so you might as well take your chances with water.

The bulk of water use in the US west is to grow food for cows and cars. A decision to Not Do That would free up plenty of water for people.
