Because he cannot stay as president a third term, so he’s trying to look like it was his choice.
There are other political positions he could hold. He is claiming he wont pursue any of those positions. Nothing to do about running a third term.
They always do this to regain popularity, then they come back 5 or 10 years later (or try to, at least)
