Sounds like this is because they’ve given up trying to eliminate zebra mussels from the lake. They’ve decided it’s just not possible. Makes sense I guess. They’re small animals and can live in the bottom of the lake, so once the toothpaste is out of the tube there’s not a whole lot you can do to put it back in
