    Not sure but this looks a lot like the Marine Mammal Center in Northern California. It’s basically a hospital that’s open to the public for educational (and donation) purposes.

    There is a viewing deck above and good distance back from the pens where visitors can watch the animals get care and chill between vet visits.

    The really sick critters are kept in a private area where they won’t be disturbed by anything.
