You cannot consider the French State as a coherent body. ANSSI’s aim is making French information systems and especially that of the State more secure. So they will support whatever technology with that target. But the law enforcement have to find evidence in order to get “bad guys” into jail. The more secure the devices of the “bad guys” the hardest. That’s why the States are schizophrenic.

Setting up an xmpp server is not a good entrypoint in the self-hosting space. It is quite hard to build. It is a complex system made of different components in order to achieve what you expect from it. I strongly recommend using existing servers. If you want to tinker, find something else (a samba share and a vpn on bare metal is a good starting point in order to learn).
