Only thing I can think of is pandering to hyper-religious people to frame the other party as perverts and avoid talking about real problems?

Fixing issues often costs money, banning things is pretty much free (enforcement can cost, but not all bans are enforced well). So for conservatives it‘s a low hanging fruit to look for some thing their voters dislike and ban, also makes them seem more “fiscally responsible” cause they don‘t have to spend money to help anyone, just ban some things and tada, they are doing something and their voters are happy (I guess?).

Governments do not understand that these type of restrictions do absolutely nothing. There are always ways to circumvent these restrictions.

It’s not really about doing anything. It’s about playing to the base. It’s more politically advantageous to tell you string Christian base that you’re banning porn, instead of educating them in why bans don’t work, or could be harmful
