They are always announced on 2nd Wednesday. Similarly PS+ monthly games are announced on last Wednesday of the month, and released on first Tuesday of the month.

It looks like the “2nd Wednesday” / “last Wednesday” rule falls apart on months that start on a Wednesday (like the previous November or the coming May).
