“Upgrading nearly 100-year-old signals does more than just modernize infrastructure that is long overdue — it is a critical part of our plan to run better and more frequent subway service, shortening waits and slashing delays,” said New York Governor Kathy Hochul.

Maybe? When I skimmed through it sounded like they were switching from a (100 yr old) system where the track is broken up into sections and when a train enters a section, no other train may enter. So you only know a train is inside a section, not where in that section or when it might be exiting it.

The new system monitors each trains location and speed constantly (allowing to run trains closer together)
