I’m thinking of something like freesound or openclipart. Preferably community run/managed instead of a free service tacked on to a corporate site.

I regular use Pexels, Pixabay, or Coverr. Pexels usually has the better quality videos.
There used to be. It’s all pretty scummy these days. Your best bet is to keep looking. Make friends with people who collect them, or store them locally.
