The source of this sort of stuff happening is corruption by billionnaire oligarchs. Therefore we need to combat billionnaires by severe taxation, restrictions on algorithms (so that billionnaires can’t use it to further their corporate agenda), and so forth. In general any new law that’s is aimed at protecting children is a bad thing, and that’s the problem there are plenty of other ways that would stop child exploitation, but no go for the symptom and not the cause
