It means decadent and weak, referencing the apparent obsession with LGBTQ+ rights and feminism rather than strong families and national identity that Russia pretends to champion.

The whole context of the posting is the repeat emphasis on timing. “November 2013”, “December 2013”, “Ukraine War start” (February 2014, after the New Years, typical in businessmen word)… and “Internet Research Agency” going online in 2013 even BEFORE the “November 2013” meeting.
That’s the CORE concept of the posting emphasis. Time, how events were lined up like bowling pins by Putin’s Kremlin. They (“Internet Research Agency”) was already attacking ALL people via World Wide Web with Cambridge Analytica + Vlad Surkov behavior patterns and proving their systems BEFORE Donald Trump even went to Moscow in November, and before Putin announced a month later in December.
