Already in the late nineteenth century Zionism had identified the ‘population problem’ as the major obstacle for the fulfillment of its dream. It had also identified the solution: ‘We shall endeavour to expel the poor population across the border unnoticed, procuring employment for it in the transit countries, but denying it any employment in our own country,’ Herzl had written in his diary in 1895.2
And David Ben‐Gurion was very clear in December 1947 that ‘there can be no stable and strong Jewish state so long as it has a Jewish majority of only 60 per cent.’3 Israel, he warned on the same occasion, would have to deal with this ‘severe’ problem with ‘a new approach in due course’.
