If you like, ignore the first 4 minutes and assume a virus made everyone stupid. The movie still works and there isn’t any further hint of eugenics. The eugenics angle of Idiocracy is pushed by corporate PR so that companies like Starbucks are not associated with handjobs.

Also, President Camacho was supposed to be a caricature of how bad it could get, not an actually better choice.
