Price change only applies to non-game development users; Unreal Engine is under a perpetual EULA, so these changes will only apply to future versions of Unreal Engine – GameFromScratch.com
Makes sense considering they get payed by profits from a released game. Non-game users were using engine fully free so far.
Hollywood/commercial agency has way more money and they can pay toward UE development to benefit both game and non game devs. (This change pretty much targets high profile vfx companies.) Or they can just keep dev in their own code branch without paying.
