    France: Wracked by 4 years of intense trench warfare, devastated countryside, massive losses, exhausted military and nearing bankruptcy. Political upheaval caused the country to change government 20 times in 21 years from 1918 to 1939.

    Poland and Czechoslovakia: Newly-formed states with similar problems to France (though a bit more stable politically) and large German minorities with strong nationalist sentiment near the borders with Germany.

    Meanwhile, the entirety of Europe experiences a massive anti-war sentiment, which is partly what lead to appeasement to fascist Germany, before WW2, being so acceptable.
