I’ll be honest, I have no idea what the proper English term is, just translated the phrase used in Russian (точечная застройка). In practice it seems to mean squeezing tall and thin apartment buildings by one-two into a pre-existing area, with little regards to how much it will encumber the infrastructure (i.e. schools or hospitals).
