Who would they pay it to?

Edit: Got a downvote, but this is a genuine question.

It is a genuine question. I’m very in favour of France repaying the “reparations” it forced Haiti pay for refusing to be slaves (wtf), but at the moment how to do that without it falling into the hands of Babekyou or the CIA?

Whoever downvoted you probably isn’t aware of the current political situation.

      That was my first thought.

Edit: “They say the money should go to public works in Haiti where a transition council was installed this month in an effort to restore security after a period of devastating violence by armed groups.”
